The ACLU of Kansas has sent letters to Kansas Secretary of State Scott Schwab, the state's top election official, and the state's 105 county election officers and clerks about recently enacted legislation H.B. 2332.
We informed Sec. Schwab and the county election officials of the potential impacts of the enactment and implementation of the statute, especially the new requirements of registration and residential addresses, that may violate state or federal election law and disenfranchise already-vulnerable populations such as those experience houselessness. A reading of this statute removing already-registered voters could violate the National Voter Registration Act, which lays out specific requirements for removal of a voter.
